LaFonda Sutton-Burke

Director of Environmental Management for the Port of Los Angeles, a position he has held since October 2010.  In 2015, he was named Chief Sustainability Officer of the Port.
In this role, Mr. Cannon is responsible for balancing commerce and growth with ecological sustainability and social responsibility at the nation’s busiest container port. The Environmental Management Division provides full environmental services related to water, soils and sediments, air and biological resources, and is responsible for preparation of environmental impact assessments mandated by state and federal law; special studies involving dredging, noise abatement, water quality and air quality; site restoration, remediation and contamination characterizations; wildlife management; and establishment of policies regarding environmental quality issues.
Mr. Cannon first worked at the Port of Los Angeles as a consultant, starting in 2004, where he worked with the Port Environmental Management Division’s Air Quality and CEQA groups, supporting the development of key air projects such as the Clean Air Action Plan as well as the Harbor Department’s efforts to complete critical environmental impact reports for Port-related projects.  In 2008, he helped to develop and served as the Project Manager of the Port’s highly successful Clean Truck Program.
Mr. Cannon has 21 years of experience in the environmental services industry, working on a range of projects while employed by ENVIRON International Corporation and TRC Environmental Solutions.
Mr. Cannon also spent two years as a legislative assistant for environmental policy on the Washington, D.C. staff of U.S. Representative Martin Sabo of Minnesota.
Cannon received a bachelor’s degree in Government from Dartmouth College and a law degree from University of California at Berkeley’s Boalt Hall School of Law. He currently lives in Los Angeles.

Port Director, Los Angeles/Long Beach Seaport

LaFonda D. Sutton-Burke was appointed as the Port Director for the Office of Field Operations (OFO) Los Angeles/Long Beach Seaport area in January 2017. In this capacity, Mrs. Sutton-Burke oversees CBP’s operational and administrative aspects of port security and trade facilitation at Los Angeles/Long Beach and Port Hueneme Seaports.

The Los Angeles/Long Beach seaport is the United States’ largest seaport complex, receiving approximately 40 percent of maritime cargo, with a value of $278 billion, arriving at the Nation’s seaports.  As the Port Director (seaport), she directs a workforce of over 660 employees, and manages the seaport’s multimillion-dollar Non-Intrusive Inspection (NII) technology portfolio.

The technology meets the mission need of effectively and efficiently inspecting cargo and conveyances to prevent entrance of illicit contraband and materials while facilitating the flow of legitimate trade and travel.

Mrs. Sutton-Burke has served CBP in progressive operational and leadership roles for over 24 years. Prior to her appointment, she served as the NII Division Director from 2012 to 2016 and NII Deputy Director from 2010 to 2012 at OFO Headquarters. As the Director she was the Lead Business Authority responsible for overseeing CBP’s $4.6 billion NII technology portfolio, and as the Deputy Director she was responsible for implementing technology and operational improvement across the fleet - consisting of over 40,000 x-ray and imaging systems deployed and utilized across CBP’s 328 air, land and maritime ports of entry. She also served as the Chief CBP Officer and Officer in Charge at Nassau Bahamas pre-clearance airport.  Mrs. Sutton-Burke joined the U.S. Customs Service as a U.S. Customs Inspector in El Paso, TX in 1993.

Mrs. Sutton-Burke is a graduate of CBP’s Leadership Institute from the University of

Maryland, Robert H. Smith School of Business, received a Bachelor of Science from the University of Central Oklahoma, and served honorably in the U.S. Army Reserves.

Mrs. Sutton-Burke is married to Clinton Burke and they have one daughter, Sequoyah Burke.

Deb Dutta, Product Manager, Public Safety and Smart City Solutions, Hitachi

Deb drives global product management for Hitachi's IoT Video Intelligence and Smart city portfolio, responsible for the vision and roadmap of the product suite. Over the last three years, she has led a team of 25 Engineers and Product Managers to launch video intelligence software from Hitachi, in addition to others. She has a Masters from Carnegie Mellon, and over all 9+ years of experience working on and leading enterprise-wide initiatives, both as an engineer and a product manager.

Presentaion Abstract:

Airports and seaports are among a city’s busiest locations. With air passenger growth doubling to 7.2 billion passengers by 2035 and seaports preparing for large cruise shops, officials are under pressure to provide safer and more efficient operations.

Many of these airports and ports are deploying video technology that helps with the wait-time management and delivers volumes of data from facial recognition software, suspicious object detection systems and social media. Deb will provide an overview of end-to–end solutions that provide greater visibility into operations, by leveraging innovative IoT enabled analytics and real-time insights that officials need to respond faster to security incidents and deliver a higher level of service.

CDR(Ret) Cliff Neve, USCG, has 24 years of IT and IT security, including experience supporting multiple Fortune 200 companies and consulting for federal, state and local government organizations. His Coast Guard assignments included: Chief of Staff at Coast Guard Cyber Command; Deputy CIO of White House Communications Agency; and Executive Officer of Electronic Systems Support Unit Seattle. While at Coast Guard Cyber Command, he led the establishment of a Cyber Security Operations Center and provided input to Cyber Executive Order 13636 and Presidential Policy Directive-21. He frequently acted as the Principal for the Coast Guard on Cyber, providing regular briefings to the DHS Deputy Secretary and the Commander of US Cyber Command.

Since joining MAD Security in 2013, Mr. Neve has led hundreds of cyber security engagements including penetration tests, red team engagements, phishing assessments, and risk assessments that included SSAE-16 Audits, HIPAA Audits, NIST Control Reviews, and PCI reviews. Mr. Neve also heads up the risk management element of MAD Security’s 24/7 managed services program that provides network monitoring, vulnerability scanning and asset discovery.

Mr. Neve holds an MS in Electrical Engineering from the University of Washington, an MS in Information Leadership from National Defense University, and a BS in Electrical Engineering from the US Coast Guard Academy. He is a Certified Chief Information Security Officer (C|CISO), Certified Information Systems Auditor (CISA), a Certified Information Systems Security Professional (CISSP), and Project Management Professional (PMP). He is also a graduate of US Cyber Command’s Joint Advanced Cyber Warfare Course.
