Mark Dubina


Dr. Kenneth Christopher

Mark Dubina is currently the Vice President - Security at the Tampa Port Authority, Florida’s largest commercial port.  Mr. Dubina has over 32 years of sworn law enforcement experience in the State of Florida; with over 17 years law enforcement/security management experience.  Mr. Dubina has extensive experience organizing and directing investigations, special events and security details.  Mr. Dubina is a graduate of the Florida State University and has extensive additional specialized training.

Prior to his current position, Mr. Dubina served as the Assistant Special Agent in Charge for the Florida Department of Law Enforcement in Tampa, Fl.  He has held previous positions in state law enforcement and began his career as a Sheriff’s Deputy in Sarasota, Fl.  Director Dubina is the former FDLE Regional Domestic Security liaison to Federal, state and local agencies.  He has also currently represents Florida Ports on the State of Florida Domestic Security Oversight Council and is a member of the state critical Infrastructure Working Group.  Mr. Dubina is a Certified Law Enforcement Instructor, a Certified Port Executive (CPE) and a Certified Fraud Examiner (CFE).  Mr. Dubina has severed on a number of law enforcement committees, and is a past President on the board of the Certified Fraud Examiners Tampa Bay Chapter.



George F. Lerner Jr


Dr. Kenneth Christopher

George F. Lerner Jr. was appointed Chief of Police for the Port of Stockton on September 17, 2003 and has since been promoted to the Director of Homeland Security.  In this capacity he manages a police department consisting of 19 police officers and security personnel.  The department’s personnel provide general law enforcement and homeland security for the Port District.    Additionally he manages the Grants, Information Technology, and the Geographic Information System Departments.

George was employed for 31 years by the Stockton Police Department before assuming the duties as Chief of Police at the Port of Stockton.   His management assignments included Watch Commander, Internal Affairs, Investigations, Personnel and Training, Hostage Negotiation Team, and District Commander, rounding out a 41 year career in law enforcement.

George has a Bachelor of Arts Degree from the University of San Francisco, he is a graduate of the FBI National Academy, Leadership Stockton Program and has earned management level certificates from California Peace Officer Standards and Training (POST).  In 2012 he was named Business Manager of the Year by the Greater Stockton Chamber of Commerce.



Alex Mrazik Jr.

Served as a Fire Chief in Ledyard, Connecticut from 1999 through 2006 with 17 years of fire and emergency service experience;

M.S. Degree in Fire Science from the University of New Haven (Connecticut);

Executive Fire Officer Graduate from the National Fire Academy, Emmitsburg, MD.

Began with the DHS Office of Grants and Training in Washington, DC, January, 2007 as a Program Specialist/Preparedness Officer with state and local programs. Worked with multiple grant programs including the Homeland Security Grant Program (HSGP) and served on various review panels, committees, and working groups.

Promoted to Section Chief in August, 2008 with FEMA, overseeing the Port Security Grant Program within the Transportation Infrastructure Security Branch;

Served as Acting Branch Chief for the Transportation Infrastructure Security Branch, overseeing transit, rail, port, bus, and trucking grant programs.

Promoted to Permanent Branch Chief September, 2009.

Dr. Eva Savelsberg


Dr. Noel Hacegaba is the Chief Commercial Officer and Managing Director of Operations for the Port of Long Beach.  Prior to his current role, he served as the Port’s Deputy Executive Director and Chief Operating Officer and was responsible for managing the daily business activities of the Port, including four bureaus, 17 divisions and 500 employees.  Dr. Hacegaba has 20 years of public and private sector experience spanning a variety of industries. Prior to joining the Port, he worked for the nation's second-largest environmental services company and managed contracts totaling $200 million.  In earlier roles, he served as a chief of staff for an elected official, a business development executive for an international trading company, a research analyst for a policy research group and as a management consultant.
Dr. Hacegaba is a graduate of the University of Southern California and holds degrees in economics (B.A. and M.A.), business administration (B.S.) and urban planning (M.Pl.). He earned a doctorate in public administration from the University of La Verne.  Dr. Hacegaba has also received the professional designations of Certified Port Executive and Port Professional Manager and serves on boards and committees of various industry-related organizations, including Marine Exchange of Southern California, Harbor Association of Industry and Commerce and the American Association of Port Authorities.

Dr. Eva Savelsberg is Senior Vice President of INFORM’s Logistics Division. She specializes in Agile Optimization Software that renders a wide range of terminal processes more productive, agile, and reliable.

Eva is also lecturer at the University of Aachen (RWTH), where she received her PhD in mechanical Engineering in 2002. Eva has published 4 books and over 30 papers on innovation in freight transportation.
